Qualify or dismiss on the record. Promote a signal and the new pursuit inherits the full citation trail, so nothing is retyped and nothing is silently altered.

Pursuits & bid/no-bid

The pursuit command center holds the whole argument for a bid: the qualified opportunity, the recorded decision with reasoning, the shredded requirements with lineage to the source paragraph, and the capture plan with named owners and dates.

A no-bid is a first-class outcome. The reasoning stays searchable, so the same bad fit does not consume next quarter too.

Every rate has a basis, every estimate has an author, every total has a review trail. Validation blocks hold the price until a pricing lead clears them: an unresolved escalation cannot ship inside a quiet cell.
