Signals arrive, stamped
Public records, licensed briefs, and your connected accounts land in one stream. Each item carries its source, entitlement, and date before you see it.
Context assembles
Agency spending history, incumbent posture, and vehicle fit assemble around the signal. Licensed context appears only for entitled accounts, labeled with its terms.
You qualify or dismiss
Fit scoring against your NAICS codes, set-asides, and past performance is a suggestion, never a verdict. Dismissals are recorded so the same noise does not return.
The pursuit inherits everything
Promote a qualified signal and the new pursuit carries the full citation trail. Nothing is retyped, so nothing is silently altered.

Source & audit behavior
The audit trail is the interface.
Every qualification, dismissal, and promotion writes an audit event with actor, time, and prior state. Entitlement checks run before display, not after complaint. When a source goes stale its records say so on their face.
